2023 margins, BJP’s organisational advantage, 2024 Lok Sabha signals and the emerging 2028 political map
The 2028 Chhattisgarh Assembly election will not be a simple replay of 2023.
In the 2023 election, BJP won 54 of the state’s 90 Assembly constituencies with 46.27% of the valid vote. Congress won 35 seats with 42.23%. The BJP therefore had only around a four-percentage-point vote-share advantage, but a 19-seat advantage in the Assembly.
That distinction matters.
While some BJP victories were extremely narrow, others were enormous.
Some constituencies therefore entered the 2028 cycle as vulnerable seats.
Others entered it as potential BJP strongholds.
This article focuses on the second category.
The objective is not to declare that BJP will definitely win these seats in 2028. Elections can change dramatically through candidate selection, local anti-incumbency, rebellion, caste equations, turnout and opposition consolidation.

Top 10 Strongest BJP Seats
1. Raipur City South

Status: Fortress
Raipur City South is arguably BJP’s strongest Assembly constituency in Chhattisgarh.
In 2023, Brijmohan Agrawal defeated Congress candidate Mahant Ramsundar Das by approximately 67,719 votes. BJP secured 109,263 votes and around 69.48% of the vote.
The story became even more significant in 2024.
After Brijmohan Agrawal moved to the Lok Sabha, the constituency went to a by-election.
BJP fielded Sunil Kumar Soni.
He defeated Congress candidate Akash Sharma by approximately 46,167 votes, with BJP polling 89,220 votes against Congress’s 43,053.
This was an important organisational test.
BJP did not simply retain the seat.
It retained it with a huge margin despite a change of candidate.
The Indian Express described Raipur South as a BJP fortress that had remained out of Congress’s reach for decades, noting that the 2024 defeat marked Congress’s ninth unsuccessful attempt to capture the seat.

2. Raigarh

Status: Mega Stronghold
Raigarh was one of BJP’s strongest 2023 victories.
O.P. Choudhary defeated Congress candidate Prakash Shakrajeet Naik by 64,443 votes.
BJP secured 129,134 votes and 63.21% of the vote, while Congress was at around 31.66%.
The 2024 Lok Sabha election strengthened the argument.
BJP candidate Radheshyam Rathiya won the Raigarh parliamentary constituency with more than 808,000 votes, defeating Congress candidate Menka Devi Singh by around 240,000 votes. BJP received 55.6% of the vote.
This does not automatically predict the 2028 Assembly result.
But it is an important structural signal.

BJP’s Gajendra Yadav defeated Congress’s Arun Vora by approximately 48,697 votes in 2023. BJP secured around 64% of the vote.
Durg City sits within an important urban-industrial belt.
Political issues include:
- industrial employment
- middle-class concerns
- business
- infrastructure
- traffic
- pollution
- civic services
BJP’s organisational advantage in urban Chhattisgarh is particularly relevant here.
Congress would need more than a generic anti-incumbency narrative.
It would need a compelling local campaign.

4. Lormi

Status: High-Profile BJP Seat
BJP’s Arun Sao won Lormi by 45,891 votes in 2023.
The victory was politically significant because Sao was BJP’s state president at the time.
That created an unusual combination:
high-profile leader + party organisation + large victory margin.
Lormi therefore entered the 2028 cycle with considerable BJP structural advantage.
However, candidate identity matters.
If Arun Sao remains the BJP face, the personal factor could remain significant.
If the candidate changes, the constituency needs a fresh assessment.

Status: Legacy BJP Fortress
Raman Singh defeated Congress’s Girish Dewangan by 45,084 votes in 2023.
Rajnandgaon is more than a normal BJP seat.
It is closely associated with Raman Singh’s political legacy.
That matters because candidate recognition and political memory can significantly influence constituency voting.

Rajesh Munat defeated Congress’s Vikas Upadhyay by 41,229 votes in 2023. BJP received nearly 60.35% of the vote.
The constituency benefits from:

- experienced political leadership
- business community
- middle-class voters
- strong party infrastructure
However, urban constituencies can change quickly.
Traffic, drainage, roads, parking, pollution, commercial regulation and civic services can all become local election issues.
Therefore, 41,000-plus margin is a major advantage, but not a permanent guarantee.

7. Raipur Rural

Status: Strong
Motilal Sahu defeated Congress candidate Pankaj Sharma by 35,750 votes in 2023.
BJP secured 113,032 votes compared with Congress’s 77,282.
Raipur Rural is strategically interesting because it combines rural and rapidly urbanising areas.
Its politics can be influenced by:
- agriculture
- land
- infrastructure
- industrial expansion
- employment
- peri-urban development
BJP successfully combined these constituencies in 2023.
Congress will need a much more sophisticated rural-urban strategy to break the BJP advantage.

Status: Strong
Anuj Sharma defeated Congress’s Chhaya Verma by 44,343 votes in 2023.
The result was particularly notable because Sharma was a popular Chhattisgarhi film personality who had entered the BJP shortly before the election.
The victory demonstrated the potential power of:
personal popularity + BJP organisation + broader political wave.
But 2028 will test whether that popularity has been converted into long-term political credibility.

9. Korba

Status: Strong but Competitive

Its industrial character makes it politically more issue-sensitive.

If Congress develops a strong industrial-worker and employment narrative, it could narrow BJP’s advantage.
But BJP starts from a clear 2023 lead.

Status: Strong Tribal Seat
Kondagaon demonstrates that BJP’s strongest seats are not limited to cities.
BJP’s Lata Usendi won the constituency by approximately 18,572 votes in 2023.
In a tribal constituency, BJP’s strength depends heavily on:
- tribal leadership
- local organisation
- welfare delivery
- roads
- education
- healthcare
- employment
- forest-related concerns
The BJP’s ability to maintain a strong tribal leadership network is therefore central to its position.

1. Raipur City South

4. Lormi
Large margin and Arun Sao factor.
5. Rajnandgaon
Large margin combined with Raman Singh’s political legacy.
Does a Large Victory Margin Guarantee a Safe Seat?
No.
This is one of the most important rules of election analysis.
A 40,000-vote margin does not mean the candidate has a permanent 40,000-vote advantage.
Margins are influenced by:
- candidate
- national leadership
- state government
- turnout
- opposition candidate
- caste equations
- women voters
- youth voters
- local issues
If several of these variables change, the margin can fall sharply.
What Did the 2024 Lok Sabha Election Tell Us?
BJP won 10 of Chhattisgarh’s 11 Lok Sabha constituencies in 2024 and secured approximately 52.65% of the statewide vote. Congress won one seat.

In several constituencies, the candidate itself has significant political capital.
3. Government delivery
The 2026-27 Chhattisgarh budget includes ₹8,200 crore for Mahtari Vandan Yojana and major allocations for health, nutrition and welfare programmes.
If these programmes generate visible beneficiary satisfaction, they can strengthen incumbent support.
But BJP Cannot Take These Seats for Granted
Strong constituencies still contain risks.
Candidate fatigue
A long-serving MLA may face voter fatigue.
Local dissatisfaction
The government may be popular while the MLA is unpopular.
Ticket rebellion
A denied ticket can produce an independent or rebel candidate.
Youth vote
Young voters may be less attached to historical party loyalties.

BJP’s 54 seats should not be treated as one uniform block.
They should be divided into:
A. PROTECT
Fortress constituencies.
B. DEFEND
Competitive but structurally strong constituencies.
C. REPAIR
High-risk constituencies.
That is the basic logic of professional election management.
For Congress, the biggest strategic mistake would be to spend equal resources on every BJP seat.
The party needs to identify where BJP is genuinely vulnerable and where a large political swing would be required.
For BJP, the opposite mistake would be to assume that a 40,000 or 60,000-vote victory in 2023 guarantees a similar result in 2028.
The 2028 election will be fought under a different political condition.
In 2023, BJP was the challenger.
In 2028, BJP will be the incumbent.
That changes the central question from:
“Should Congress continue?”
to:
“What has BJP delivered?”
At the current baseline, however, Raipur City South, Raigarh and Durg City remain among the most difficult BJP constituencies for Congress to capture.

BJP does not have 54 equally vulnerable seats. A significant part of its Assembly strength is concentrated in genuine electoral strongholds, while the real battle for 2028 may be concentrated in a much smaller group of vulnerable and swing constituencies.
