Uttar Pradesh Election 2027 :  25 Swing Seats Where 3,000 Votes Can Change Lucknow

From Nakur to Sirsathu, Ayodhya to Kundarki — a deep-dive into Uttar Pradesh’s razor-thin battlegrounds where victory margins under 5,000 votes in 2022 and shifting caste alliances will decide the 2027 Assembly mandate.

Lucknow is not won in Gorakhpur, nor lost in Amethi. In Uttar Pradesh, every government of the last twenty years has been made or broken in what psephologists call the margin seats — constituencies where the winner leads by less than one percent. In the 2022 Assembly elections, 67 seats were decided by less than 5,000 votes. 29 seats were decided by less than 2,500 votes. For Election Mandi 2027, we have identified the top 25 swing seats where demographic churn, Jat-Muslim realignment in the west, Non-Yadav OBC assertion in Rohilkhand, and Dalit-Brahmin recalibration in Awadh and Poorvanchal mean that a swing of just 3,000 to 7,000 votes can flip the entire state narrative. This is not a prediction. This is the battlefield map.

What Defines a Swing Seat in Uttar Pradesh?

Uttar Pradesh does not have swing voters in the American sense. It has swing coalitions. A swing seat in UP has four structural markers. First, a victory margin under 2 percent in the last two elections. Second, a demographic balance where no single caste community exceeds 28 percent of the electorate, forcing cross-caste alliances. Third, a history of alternating between at least two different parties since 2012. Fourth, presence of a third candidate who polled more than 15 percent, indicating a transferable vote bank waiting for a strategic shift.

In 2022, the Bharatiya Janata Party won 255 seats, Samajwadi Party 111, Apna Dal (S) 12, Rashtriya Lok Dal 8, Nishad Party 6, Suheldev Bharatiya Samaj Party 6, Congress 2, Jansatta Dal 2, and BSP just 1. But beneath that headline, the average margin of BJP in western UP fell from 12.4 percent in 2017 to 4.1 percent in 2022. In 73 seats, BSP’s vote share directly decided the winner despite not winning. For 2027, the collapse of BSP as a standalone force and its conversion into a transfer vote bank is the single biggest x-factor. Where that 12.8 percent BSP vote of 2022 moves, governments move.

Election Commission data shows that between 2022 and 2025, UP has added 1.14 crore new voters, 58 percent of whom are aged 18-29. Voter list audits show highest addition in urban and semi-urban seats like Noida, Ghaziabad, Lucknow Central, Ayodhya, and Varanasi South. Yet the highest net deletion plus addition churn is in sugarcane belt seats — that is where migration for work and new women voters entering after marriage are silently altering the math.

West Uttar Pradesh: The Epicenter of Volatility – Nakur, Gangoh, Deoband, Dhampur, Nehtaur, Kundarki

If 2027 has a ground zero, it is the Saharanpur-Bijnor-Moradabad-Kairana belt. Here, six seats define the meaning of swing.

Nakur (Saharanpur) — Margin in 2022: 315 votes. Congress’s Dharam Singh Saini won as SP-backed candidate against BJP’s Mukesh Choudhary. Saini community at 24 percent, Muslims 33 percent, Jats 11 percent, Dalits 18 percent. In 2017 BJP won by 6,000 plus. In 2022 SP-RLD alliance swept Saini plus Muslim votes. The defection of Saini to BJP in late 2021 did not help BJP; it actually consolidated backward caste Saini voters against BJP in this seat. For 2027, RLD’s Jayant Chaudhary is now with NDA. That brings Jat votes back to BJP, but it risks Muslim consolidation fully behind SP. Every survey puts Nakur as the number one swing seat in UP.

Gangoh (Saharanpur) — Margin 2022: 1,160 votes, BJP win. Kirat Singh Gurjar defeated SP’s Indrasen. Gurjar 22 percent, Muslim 35 percent, Kashyap 14 percent. The BSP candidate here got 28,000 votes, mostly Jatav. Where does that go if BSP does not campaign aggressively? If it splits between BJP and SP 50-50, BJP retains. If it moves 65 percent to SP, seat flips. The sugarcane price issue, pending payments worth Rs 600 crore in Saharanpur district in December 2025, has created agrarian distress.

Deoband (Saharanpur)— Margin 3,400 votes, BJP hold despite being home to Darul Uloom Deoband. BJP’s Brijesh Singh won third time, but Muslim turnout here was 62 percent versus 71 percent average district turnout. A 9 percent lower turnout among Muslims allowed BJP to win. If SP manages to push minority turnout to district average in 2027, 8,000 additional votes enter the pool, wiping out BJP margin.

Dhampur (Bijnor)— Margin 203 votes, the lowest in UP 2022. BJP’s Ashok Kumar Rana beat SP’s Naeem ul Hasan by 0.08 percent. This is Jat plus Saini plus Turk Muslim seat. RLD is critical. In 2022 RLD contested as part of SP alliance and mobilized Jat vote for SP. In 2027 RLD is with BJP. That alone adds roughly 18,000 Jat votes to NDA stack here. But post 2024 Lok Sabha, when SP won Bijnor MP seat, Muslim-Jat alliance has cracked. This seat will test whether RLD’s shift works at ground level or if Jats revert.

Nehtaur (Bijnor, SC)— Margin 1,247 votes, SP won. Om Kumar BJP lost after winning in 2017. Jatav 31 percent, Chauhan 18 percent. Mayawati’s village-level cadre used to deliver this seat to BSP until 2017. In 2022 BSP collapsed to 19 percent. The Scheduled Caste vote here is now not monolithic. Valmiki plus Khatik shifted to BJP, Jatav stayed with BSP-SP combine. In 2027, if BJP manages a separate SC outreach through PM Vishwakarma and Ambedkar events, it can fracture the 31 percent.

Kundarki (Moradabad) — The laboratory of 2024. In by-poll 2024 after SP MLA became MP, BJP’s Ramveer Singh won after 31 years, breaking Muslim-majority fortress. Winning margin 15,000 but context was low Muslim turnout 51 percent. Why is it swing for 2027 then? Because demographic is 62 percent Muslim, 15 percent Saini, 8 percent Jatav. BJP’s by-poll win used full state machinery and division of SP votes between two Muslim candidates. For Assembly 2027, if SP puts a single Muslim face and BSP abstains, arithmetic favours SP by 25,000. If BJP replicates by-poll model with aggressive Hindu OBC plus Pasmanda Muslim outreach through Ashraf plus benefits, it becomes retainable NDA seat. This is the biggest experimental lab.

Rohilkhand and Braj: The Non-Yadav OBC Question – Bilari, Thakurdwara, Chandausi, Chamraua, Suar

Rohilkhand region from Moradabad to Bareilly to Shahjahanpur has 36 seats, 18 of which were decided by less than 7,000 votes in 2022.

Bilari (Moradabad)— Margin 1,800. SP’s Mohd Faheem Irfan won from BJP’s Mohd Shakil. Both Muslim candidates. BJP fielded Muslim to cut Muslim vote, but Hindu OBC Lodh plus Saini plus Jat voted en masse for SP Muslim candidate to defeat BJP, inverting expected polarization. This is classic swing behavior where voters vote against strategy. BJP may revert to Hindu candidate in 2027 to consolidate Lodh 19 percent.

Thakurdwara (Moradabad) — Margin 2,300. SP won. Thakur 12 percent, Muslim 38 percent, Kurmi 16 percent, Dalit 20 percent. Kurmi vote is deciding. Apna Dal (S) influence growing among Kurmis after 2024 Lok Sabha where SP won Moradabad. If Apna Dal gets this seat in NDA seat-sharing, Kurmi plus BJP base may flip it.

Chandausi (SC, Sambhal) — BJP won by 1,500 votes. BSP was second runner in 2017, not SP. Jatav plus Valmiki plus Balmiki equation. BSP’s 42,000 votes in 2022 were double BJP margin. Transfer of even half of those to SP alliance makes BJP vulnerable. But Chandausi has urban traders who traditionally back BJP. 2027 will be trader vs Dalit consolidation fight.

Suar (Rampur)— Abdullah Azam Khan’s seat, won by SP in 2022 by 61,000 but vacated after disqualification, BJP won by-elections 2023 by 8,000 due to boycott call. Actual swing margin is huge if Azam Khan family contests again. Rampur sugar mills have Rs 900 crore dues. If SP brings back Azam Khan fold, seat goes back by over 20,000. If BJP fields Nawab family again, it stays competitive.
