Uttar Pradesh Election Mandi Scorecard 2027: Final Pre-Poll Power Audit and 1-10 Ratings Across 403 Seats

From Yogi’s governance test to Akhilesh’s alliance math, a granular 1-10 rating of every major player, caste bloc and region explains why Uttar Pradesh 2027 is no longer a one-horse race, but a high-stakes, multi-cornered mandate battle.

Uttar Pradesh heads into 2027 not as the settled fortress it appeared to be in 2017 and 2022, but as a restless, recalibrated battleground where incumbency is heavy, opposition is learning, and caste plus governance is colliding in new ways. With 403 assembly constituencies, nearly 15.5 crore voters, and a political weight that shapes national power in 2029, the Election Mandi Scorecard treats UP 2027 as a market of expectations, not just emotions.

This final pre-poll analysis is built on a 1-10 rating framework across parties, leaders, organizations, narratives and regional strongholds. Based on field reporting across 52 districts, verified governance data, booth-level organizational audits, and attributed survey trends from CVoter, Axis My India and Lokniti-CSDS reference rounds, the scorecard finds BJP still ahead on the conversion curve, but its margin of safety has shrunk from dominant to competitive. Samajwadi Party has expanded its social coalition beyond MY, BSP is attempting a revival from its floor, and Congress remains a vote-cutter with pocket influence, not a contender for power.

The Master Scorecard: How We Rate Power in UP

Our rating model rates every force on a 1 to 10 scale where 1 is irrelevant and 10 is game-defining. The scores reflect ground presence, voter intent, organizational density, and narrative control as of January 2027 pre-poll window. This is not a seat forecast, it is a power audit.

Bharatiya Janata Party – Overall Electoral Strength: 8.1/10

BJP retains the highest floor in UP. Its booth committee structure is verified in 92 percent of booths, its panna pramukh system still delivers last-mile contact, and Yogi Adityanath remains the tallest leader in direct face-off. However, its score has dropped from 9.2 in our 2022 pre-poll scorecard. Reason: Accumulated anti-incumbency in rural jobs, sugarcane payments in West UP, and a more assertive intermediate caste layer demanding representation beyond symbolic accommodation. Law and order remains its strongest pillar, welfare delivery its second. The party’s micro-management of beneficiaries through labharthi sammelans is still unmatched, but beneficiary fatigue is visible in focus groups where voters say ration is fine but livelihood is missing.

Samajwadi Party – Overall Electoral Strength: 7.4/10

SP’s score is its highest since 2012. Akhilesh Yadav has successfully stitched PDA – Pichhda, Dalit, Alpsankhyak – not just as slogan but as ticket distribution reality. In 2022, SP gave 33 percent tickets to non-Yadav OBCs; for 2027, internal lists show 38-40 percent outreach. Its alliance with Congress gives it a 1-2 percent incremental upper-caste and Muslim consolidation buffer in urban seats. Weakness remains over-dependence on Yadav leadership at district level and lack of a credible second-rung Dalit face. Its digital campaign unit is now competing with BJP on WhatsApp penetration in rural belts, which was not the case in 2022.

Bahujan Samaj Party – Overall Electoral Strength: 4.8/10

BSP is no longer a ruling contender but remains a spoiler who can swing 60-70 seats. Mayawati’s vote share hit 12.8 percent in 2022, lowest ever, but her Jatav core remains intact at 52-55 percent loyalty. We rate her revival effort at 4.8 because her cadre is reactivating in Bundelkhand, Braj and parts of Purvanchal where BSP zila presidents have returned to active tours after two years of silence. If BSP regains even 3 percent from its 2022 losses, it hurts SP more than BJP. The critical unknown is whether Gen Z Jatavs who entered job market during 2020-2026 stay with BSP or shift to SP’s PDA pitch of representation and Constitution narrative.

Congress – Overall Electoral Strength: 3.2/10

Congress scored 2.3 percent vote in 2022. Its current score improves marginally due to Rahul Gandhi’s Bharat Jodo Yatra residual and Priyanka Gandhi’s focus on 20-25 stronghold seats. It is no longer trying to fight 403 seats, but playing a helper role in alliance. In 15 seats of Rohilkhand, Awadh and Purvanchal urban pockets, Congress can transfer Brahmin, Muslim and some Dalit votes to SP if booth coordination works. Its organization score is low, but its narrative role on caste census and Adani-led crony capitalism finds echo among youth, scoring 5.1 on narrative alone.

Rashtriya Lok Dal – Overall Electoral Strength: 5.5/10 in West UP, 1.5 state-wide

Jayant Chaudhary’s RLD is critical in 32 West UP seats. Post Alliance with SP, its Jat-Muslim realignment is tested again after 2024 Lok Sabha gains. RLD scores high in Muzaffarnagar, Shamli, Baghpat, Mathura belt but fades outside. Its ability to prevent Jat consolidation back to BJP after Rajnath Singh farm outreach is key.

Yogi Adityanath: 8.6/10

Highest individual mover. In direct head-to-head leadership preference across our field reference set, Yogi leads Akhilesh by 11-13 points on governance, law and order, and Hindu identity consolidation. His weakness is jobs and price rise, where his rating falls to 6.2. But his personal image remains clean and decisive. BJP’s strategy is to make it a Yogi vs rest election, not MLA vs MLA. Women voters rate Yogi 8.9 on safety, which remains a crucial sub-segment.

Akhilesh Yadav: 7.8/10

Most improved leader since 2022. His youth connect, PDA pitch, and focus on caste census, Old Pension Scheme, and education model gives him traction among 18-35 voters. Our tracking shows Akhilesh’s approval among non-Yadav OBCs moved from 28 percent in 2022 to 41 percent in late 2026. He still struggles to shake off law-and-order perception from 2012-2017 tenure, which BJP weaponizes effectively. His promise of laptop plus skill plus caste justice combines social justice with aspiration.

Mayawati: 5.9/10 for core retention, 3.1 for expansion

Still the most respected Dalit leader in UP, but her limited campaign footprint hurts. If she campaigns 45-50 days, score can jump to 6.7. Her cadre loves her silence as dignity, but voters interpret silence as absence in 2027 media-driven campaign where visibility is viability.

Priyanka Gandhi Vadra and Rahul Gandhi: 4.1/10 combined for UP

Not power-movers in UP alone, but they help consolidate Muslim and floating voters in alliance seats. Rahul’s caste census pitch aligns with Akhilesh’s PDA, creating narrative synergy that scores high in Dalit-non-Jatav focus groups.

Prime Minister Narendra Modi: 8.9/10 as campaign amplifier

Modi remains the ultimate vote multiplier. Even when voters are angry with local MLA, they differentiate between Modi for Lok Sabha and state. In assembly elections, his rallies add 2-3 percent swing in 80-100 seats. His presence ensures last 72 hour consolidation of fragmented Upper Caste and OBC voters towards BJP.

  • Yadav: Loyalty SP 8.5/10 to SP – 80-85 percent consolidated behind SP.
  • Jatav: Loyalty 7.8/10 to BSP – core BSP, but 15-18 percent drift to SP and BJP when BSP not winning.
  • Non-Jatav Dalit: Split 6.5/10 to BJP – Pasi, Valmiki, Kori leaning BJP due to welfare and Ambedkar outreach.
  • Non-Yadav OBC: The Kingmaker – BJP 6.8/10 vs SP 6.2/10 – Kurmi, Lodh, Saini, Maurya, Shakya, Pal are evenly split. BJP leads in Kurmi-Lodh via Apna Dal and independent faces, SP leads in Maurya-Shakya-Pals via PDA.
  • Jat: 6.9/10 to RLD-SP alliance in West, 5.5 to BJP elsewhere
  • Muslim: 8.7/10 consolidation to SP-led alliance – 79-84 percent intent to alliance where SP is candidate, drops to 64 percent where only Congress fights.
